Early election tallies show Proposition 404 falling short while Proposition 405 takes the lead

Propositions 404 and 405, the Flagstaff ballot measures aimed at establishing new funding for the city’s police, fire and emergency management services, could be headed for a split decision based on the first release of preliminary election results Tuesday evening.
